Speak with the Sky Dweller hovering above the courtyard in Sunstream City (168, 108).

Pay 25 Gold to the Sky Dweller and then travel to Jadeon to speak with the Elder of Arcaneness (8, -430).

Harvest Fragrant Dew...

...from the Rootless Lotus floating nearby...

...and return them to the Elder of Arcaneness in exchange for 50 Taichi Pills.
